The EIB, the European Union's bank is seeking to recruit for its Projects Directorate (PJ), MOBILITY Department (MOBILITY), Air, Maritime & Innovative Transport Division (AMIT) at its headquarters in Luxembourg, a (Senior) Clean Transport Technologies Engineer. This is a full time position at grade 5/6.

The term of this contract will be 4 years.

Panel interviews are anticipated for mid/end June. 

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

The (Senior) Clean Transport Technologies Engineer (internally referred to as (Senior) Sector Engineer) advises and contributes, within multi-disciplinary teams, to reorienting and expanding the pipeline of lending operations involving clean land and air transport technology solutions, in line with the EIB Climate Bank Roadmap objectives.

Operating Network

The successful candidate will report to the Head of Division for Air, Maritime and Innovative Transport and will work in close contact with the other engineers and economists from the MOBILITY Department, as well as in a multi-disciplinary team for project and horizontal work. The division is multidisciplinary and composed out of different content matter experts.

His/her contribution to the implementation of operations requires close cooperation with other services in the Bank namely in Lending, Legal and Transaction Management. The position actively also participates in horizontal tasks within MOBILITY, provide advice to internal and external stakeholders and represent the Bank at external events and during missions. Candidates should be ready to travel regularly inside and outside the EU.

Accountabilities
  • Assess the technical, environmental, economic and financial viability of clean and zero emission technology transportation projects, including the deployment of electric, hybrid and/or hydrogen powered vehicles, zero emission aircraft and/ or unmanned air vehicles (drones) primarily in the EU member states and potentially in the other countries in which the Bank operates.
  • Contribute in expanding the pipeline of lending operations involving clean transport technology in the context of the Connecting Europe Facility and InvestEU and similar policy initiatives.
  • Contribute to new EIB initiatives involving clean transport technologies.
  • In close cooperation with the relevant EIB services, proactively look for ways to combine existing and new financial products to benefit clean technologies development and roll out in transport.
  • Appraise and monitor capital investment projects and programmes in transport sector, with a focus on clean and innovative technology deployment projects, including technical, environmental, procurement, economic and financial viability of projects, in accordance with EIB procedures.
  • Monitor the implementation of financed investments in accordance with PJ procedures during and if necessary after the implementation phase, in close cooperation with the relevant services.
  • Provide assistance in the early screening of projects/programmes and assess the conformity of projects with EIB Transport Lending Policy and Bank’s Climate Bank Roadmap and any initiative specific requirements.
  • Liaise with the European Commission (in particular DG MOVE, DG RTD or DG CLIMA), other International Financial Institutions, and relevant industry bodies.
  • Support the Mobility Department in horizontal tasks as assigned by the management.
Qualifications
  • University degree in Engineering, preferably in Mechanical, Electrical, Aerospace Engineering or equivalent.
  • Good knowledge of one or more of the following areas: powertrain and/or propulsion systems deployment, deployment of alternative fuels technology including electric and hydrogen in transport vehicles, design and innovation in clean transport projects and systems, operation of transport projects, particularly with zero-emission technology.
  • At least 5 years of relevant professional experience in one or more of the above areas with an emphasis on the application of zero emission propulsion systems or powertrain, including electric or hydrogen solutions to transport projects and systems.
  • Broad international and cross-sectoral experience in transport would be an advantage.
  • Understanding of EU policies and the political & operational framework in which the Bank operates would be an advantage.
  • Knowledge of climate action aspects of transport operations would be an advantage.
  • Proficiency in computer applications, in particular with spreadsheet modelling and risk analysis software
  • Excellent knowledge of English and French (*). The knowledge of other European Union languages will be highly appreciated.

 (*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
